This problem is especially acute for residents of the Bronx, who pay substantially more for heating than residents of other boroughs, according to a report from Congressman Ritchie Torres’ office. If you are one of the thousands of Bronxites who struggle to with heating, there are resources that can help you. Here are some tips to lower your heating bill this winter.
The Home Energy Assistance Program (HEAP)
HEAP is a program to help low-income New Yorkers pay their energy bills. The program can assist with heating costs, provide emergency financial relief and help pay for repairs to heating equipment. Eligibility is based on income, your energy provider and who lives in your household (seniors, people with disabilities and households with young children may receive additional benefits).

Energy Affordability Program (EAP)
EAP is discount on your energy bill for qualifying households. Residents may obtain the EAP discount if they are receiving benefits from one of the following public assistance programs:
- Home Energy Assistance Program (HEAP)
- Lifeline Telephone Service Program
- Supplemental Nutrition Assistance Program (SNAP)
- Medicaid
- Veterans Disability or Survivors Pension
- Supplemental Security Income (SSI)
- Federal Public Housing Assistance
- Utility Guarantee / Direct Vendor programs
- Temporary Assistance for Needy Families (TANF)
- Safety Net Assistance
Additionally, beginning in 2026, the program is scheduled to expand so that any household whose income is at or below the area median income will be eligible for EAP.

Con Edison’s Weather Ready Program
Homeowners in the Bronx can obtain substantial savings on their energy bills through Con Edison’s Weather Ready program, which helps pay the cost of home improvements that will increase energy efficiency. The program works by providing homeowners with a list of contractors to conduct repairs related to home insulation and air sealing. After the contractor performs the work, the cost is deducted from your monthly heating bill, meaning there is no wait for rebates.
